Garfield Ave TART Trail Crossing

The current TART trail crossing across Garfield Ave has a unique configuration that places trail users in a potential conflict with turning traffic from Hannah Ave. While southbound Garfield traffic is stopped at the crosswalk, trail users may assume there is no vehicle conflict and proceed to cross while not looking out for turning traffic from Hannah Ave.

This is due to existing outdated traffic signals that don’t have the capability of controlling all of these movements.

The traffic signals could be modernized to include dedicated left turn arrows along with a blank out No Turn On Red sign for traffic turning right from Hannah Ave to Northbound Garfield Ave. This would allow for more control over turning movements and give the TART trail crossing a dedicated protected crossing phase.

To ensure both pedestrian safety and efficient traffic flow, the protected crossing phase could activate only upon button press, allowing all turns to proceed as normally if no pedestrians are actively crossing.
